Dull blocks all my social apps
Unless I add an app to the always allowed list in screen time, it is blocked by Dull. How can I configure this? When I try to open one, it directs me to launch Instagram with Dull

Yes that's exactly the right solution. Choose the right apps to block there. Next version of the app will have clearer UX regarding this to avoid such issues.
I believe you can set this up in Dull > Settings > Redirect
